César Ruiz has dedicated himself to the study of human rights since the beginning of his career under the tutelage of Dr. Eduardo Ferrer Macgregor. Later, as an advisor to the Supreme Court of Justice of the Nation during the Presidency of Minister Guillermo I. Ortiz Mayagoitia, he contributed to the development of projects in defense of life and human dignity.

Her line of doctoral research focuses on human rights applied to the fiscal field; as a result of which he has coordinated two books on the subject and published participations in Mexico, Austria and the Netherlands.
